Mr Da Silva has been eight years in the public Service of this Colony; he is the oldest clerk in point of Service in the Government employment on a Salary of £350 per annum, and he did not, I thought likely when writing last letter on this subject, receive any increase to his Salary on the formation of the Civil List.

I consider also that had it not been for his training in, and special fitness for, the duties of the Audit Office, he would have long since, amongst the clerks of his standing in the Service, received an increase of Salary.
